Another record number of postal and telecommunications dispute resolution requests in 2025

The Bundesnetzagentur’s postal and telecommunications dispute resolution panels have published their activity reports for 2025. The panels mediate in certain cases of dispute between companies and customers.

Postal dispute resolution panel
In 2025 the postal dispute resolution panel received 4,804 formal requests for dispute resolution. This was an increase of around 25% over last year’s figure of 3,821 requests. In addition to these requests, the panel also received 1,057 other submissions for which it provided support. This year the parties involved came to an agreement in 823 cases.
The majority of requests (around 75%) concerned problems with parcel delivery. Other topics included problems with small packets (10.0%) or registered items (6.2%). Only 5% of the requests received by the panel were related to letters. In terms of content, well more than half of the cases were related to lost items and around 20% to damaged items.
Telecommunications dispute resolution panel
The telecommunications dispute resolution panel received 5,524 formal requests for dispute resolution. This was more than twice the number of requests received in 2024 (2,534). The panel also processed 1,551 other enquiries and requests for assistance. It was able to bring about an agreement in 1,274 cases.
Around one third of the requests concerned disputes over the content and implementation of contracts. Other topics included technical faults, billing issues, reduced data transmission speeds, relocation, switching provider and disconnections.
